All workers aged 15 and above who, on the day of training commencement, are enrolled in Employment Insurance, Labor Insurance (including those employed in fishery production), Labor Occupational Accident Insurance, or Farmer Health Insurance and meet the qualifications specified in Point 4 of this program, are eligible for the subsidy; the exception is individuals with the following three types of insurance:
- Those currently receiving vocational training at government-registered institutions (insurance records marked by “training”).
- Those who, after the termination of their labor contract and insurance due to layoffs, have re-enrolled for insurance with the original insurance unit at their own expense (insurance records marked by “layoff”).
- Those who, after the termination of their labor contract and insurance due to being unable to continue working because of an occupational injury, have re-enrolled for insurance with the original insurance unit at their own expense.
