Aligned with the "Implementation Plan of Attracting International Students to Study and Stay in Taiwan" promoted by the Ministry of Education, Cheng Shiu University, Kun Shan University, and Minghsin University of Science and Technology have been jointly commissioned by the Ministry of Education to establish and manage a talent cultivation base for the Philippines. The base promotes a special program and Mandarin language learning. Beginning on the 26th of this month, a four-day itinerary is scheduled across seven schools: the National Sun Yat-sen University, Kun Shan University, CTBC Business School, Cheng Shiu University, Taiwan Steel University of Science and Technology, National Formosa University, and Minghsin University of Science and Technology.
To strengthen bilateral university talent exchanges, the Ministry of Education has collaborated with the National Development Council to promote the implementation plan to attract international students to study and stay in Taiwan. An unveiling ceremony for the Taiwan International Talent Circulation Base was held at the office in Makati, Philippines, with the assistance of the Taipei Economic and Cultural Office in the Philippines. Kun Shan University and Cheng Shiu University have been appointed as the lead and deputy lead institutions for the Taiwan-Philippines International Talent Circulation Base, respectively.
"The Philippine Special Program University Presidents Forum and Signing Ceremony" occurred at Kun Shan University on the 27th. In addition to exploring the global trends in technological development and gaining insights into future trends, successful experiences from each country regarding international talent cultivation were shared. Furthermore, alliances were established with ten universities in the Philippines to cultivate technology talents with innovative spirit and practical skills, promoting academic exchange between Taiwan and the Philippines.
Kun Shan University President Tien-Shang Lee stated that the university, along with Cheng Shiu University, will establish two additional locations in Manila's university belt area and Cebu. These locations will provide consultation for studying in Taiwan, including Mandarin language learning activities. This unique program is designed to meet industry needs, with resources jointly supported and provided by the government and enterprises. The curriculum was developed jointly by schools and enterprises and focuses on STEM fields. Through this special program and collaboration with enterprises, overseas recruitment and international industry-academia cooperation will be strengthened. The university, as the lead institution for the Philippine overseas base, will assist universities nationwide in recruiting students from the Philippines while offering Mandarin language courses.
Cheng Shiu University President Jui-Chang Kung emphasized that Cheng Shiu University values providing quality education and emphasizes internationalization. Promoting this program and Mandarin learning in the Philippines will help cultivate outstanding Filipino students by providing professional courses and off-campus internships, transforming them into international professionals.
The visiting delegation, including former Philippine Ambassador Antonio Basilio, visited the "Five-Axis Cutting Machine Talent Cultivation Base" of the Mechanical Engineering Department arranged by Cheng Shiu University's Vice President, the Director of International Affairs, Shun-Jen Cheng, and the Director of Auditorial Division, Hsin-Chieh Kung, on the afternoon of the 27th. President Jui-Chang Kung stated that this exchange highlights the positive attitude toward collaboration between Taiwan, the Philippines, and enterprises. The hope is that these international cooperative relationships will be strengthened and deepened, providing more mutually beneficial opportunities while creating a bright future for global education.
